Project Purpose

Malheur County is updating its Coordinated Human Services Public Transportation Plan (or CTP, for short). This plan will identify and prioritize coordination strategies to make public transit, paratransit services, and human services transportation programs more efficient.


The project will identify strategies that encourage more efficient use of available service providers to bring enhanced mobility to the region’s seniors, persons with disabilities, low-income residents, and others.


What is a Coordinated Transportation Plan?

The CTP is a "living" document that identifies: 1) public transportation needs within Malheur County, and 2) solutions to those needs to be implemented over a five-year period. The CTP is intended to organize the various public transportation providers in Malheur County and provide them with a strategy to enhance their services and allocate funding.


Does Malheur County currently have a Coordinated Plan?

Malheur County's current CTP is from 2016. While a relatively new plan, it needs to be updated every five years to stay current with any changes to existing services, identified needs, funding sources, and planned strategies. For instance, in addition to upcoming national investment, the state of Oregon passed House Bill 2017 since the last CTP, which implemented new Statewide Transportation Improvement Fund (STIF) dollars for transit services. STIF dollars will soon be merged with other state funds guided by CTPs. Having an up-to-date plan is required to obtain funding.



Opportunities to be Involved

The project team held the following events to get your feedback:

  • June 2: Held public workshops to understand the current system and needs of the community. Events included:
  • 10 AM to 11 AM - Ontario Walmart Drop-By
  • 11:30 AM to 12:30 PM - Technical Advisory Committee (TAC) Workshop at MCOACS office
  • 1:30 PM to 2:30 PM - Vale M&W Markets Drop-By
  • 3 PM to 4 PM - Nyssa M&W Markets Drop-By
  • June 2022: Conducted public survey about transportation needs that reached 77 participants.
  • September 2022: Seek feedback on the draft plan and recommendations.  We will be in-person at the following locations:
  • 10 AM to 11 AM - Nyssa M&W Markets Drop-By
  • 12 PM to 1 PM - Vale Senior Center Drop-By
  • 2:30 PM to 3:30 PM - TAC Workshop at MCOACS office
  • 4 PM to 5 PM  - Ontario Red Apple Drop-By

What did you learn?

In June 2022, the project team wrapped up their understanding of the existing system by assessing the services, coordinating with transportation providers, and conducting a public survey. These are identified in the Existing System Memo.

In August 2022, the project team identified needs and developed strategies that could help resolve transportation barriers. These findings are identified in the Implementation Plan.
